Summary of Duties:
Reporting to the Environmental Services Engineer, Compliance or Division Manager, the Wastewater Control Officer protects the wastewater, storm sewer and treatment systems by addressing complaints and infractions by ensuring and enforcing compliance with Municipal by-laws that are in place in accordance with Council Policy.
The Wastewater Control Officer also plays a key role in educating the public about what compliance means and how non-compliance impacts the City’s infrastructure and the environment. This position requires the Wastewater Control Officer to apply appropriate levels of judgement and adhere to safety protocols when attending businesses, construction sites and inspecting sewers or watercourses. Enforcement action is taken through the issuance of compliance orders, offence notices and Administrative Monetary Penalty (AMP) Notices.
Work Performed:
- Actively patrols assigned areas within the City of London and conducts investigations to identify potential contraventions of wastewater- and stormwater-related Municipal By-laws, including private residences, industrial/commercial establishments, construction sites, etc.
- Responds to complaints and observations from the public and City staff and ensures compliance with Municipal By-laws through education, recommendations for resolution, and the issuance of compliance orders, offence notices or AMP, as appropriate.
- In accordance with By-laws, initiates, facilitates and enforces service disconnection in case of violations contributing to an emergency situation. Oversees testing required to identify and/or confirm non-compliant sewer and stormwater connections and also oversee and confirm the correction of any improper connections found.
- Collects evidence, obtains search warrants and serves summonses when necessary, and participates in court trials as expert witness for the prosecution of property owners, residents and others that are in violation of City By-laws.
- Develops, implements and enforces compliance monitoring programs with commercial sewer users. Oversees and performs data entry for compliance tracking software related to tracking ongoing maintenance of grease interceptors for food service establishments throughout the City of London. Conducts business license inspections for wastewater- and stormwater-related infrastructure and coordinates all efforts with the applicable City Divisions.
- Follows up on issues, complaints, infractions or other actions on behalf of other officers as necessary. Provides assistance to other enforcement officers when required.
- Co-ordinates and reviews clean-up of spills and potential spills to City of London standards and follows or ensures reporting to the applicable Ministry, in consultation with City and Ministry staff, as required.
- Applies knowledge of erosion and sediment control systems to identify and issue notices, fines and AMPs as appropriate to initiate corrective action.
- Participates in City-initiated focused education and enforcement initiatives. Act as liaison representing the Wastewater Treatment Operations, Sewer Operations and Stormwater Engineering Divisions.
- Maintains accurate records, compiles material, prepares correspondence and reports on status of ongoing inquiries relating to complaints. Enter and manage data using various software systems.
- Communicates and/or works with City Wastewater Operations, Sewer Operations, Stormwater Engineering, Development Services or other Divisions as required, including other Municipal Law Enforcement Officers, regarding issues relating to By-law interpretation and enforcement.
- Operates City vehicle, computer equipment, mobile device, uniform and other issued equipment in accordance with Corporate and Divisional standards and performs data entry for AMP offences.
- Provides back-up for laboratory staff (Inside Lab Technician, Outside Lab Technologist and Inside Lab Technologist) as required.
- Performs related duties as assigned.
Qualifications:
- Advanced Community College Diploma in Environmental Technology or equivalent.
- Valid Driver’s Licence – Class G.
- Required to be on-call and available to work evenings and weekends.
Experience:
- Two years of related experience in a lab environment or in environmental monitoring programs including monitoring and sampling experience, equipment handling or maintenance procedures.
- Previous wastewater collection or treatment experience is an asset.
Specialized Training & Licenses:
Valid Class G Driver’s Licence is required.
Skills and abilities in the following areas are necessary:
- Previous by-law enforcement, other related enforcement work and experience with electronic Administrative Monetary Penalty Notices are assets.
- Ability to develop understanding of relevant Wastewater and Stormwater bylaws and their application.
- Ability to read, interpret and explain sewer system maps and drawings.
- Demonstrated ability to apply knowledge of the Ministry of the Environment, Conservation and Parks spills reporting requirements and procedures.
- Designation as a Canadian Certified Inspector of Sediment and Erosion Control (CANCISEC) is an asset. Training can be provided or facilitated by the City.
- Apply the Occupational Health and Safety Act to work safely in all circumstances and comply with legislation as required.
- Knowledge and experience with the collection, handling and chain of custody of samples and legal samples.
- Demonstrated understanding of and ability to employ appropriate perception and tactical considerations to achieve compliance and ensure safety.
- Demonstrated customer service skills and effective verbal communication skills to interact with members of the public. Ability to deal with conflict and de-escalate situations.
- Ability to use related computer technologies such as Microsoft Office, Dynamics CRM, Cityworks, AMANDA, and Command Center.
Compensation & Other Information:
$64,749- $79,138 (Level 11)
This posting is for one (1) permanent full-time position being filled on a permanent full-time basis.

Current hours of Work: Monday - Friday from 8:00 a.m. to 4:00 p.m.
Work Arrangement: Onsite. Subject to change in accordance with business requirements.
These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays.
