Summary of Duties:

Reporting to the Manager, Fleet, the Telematics Analyst coordinates the Fleet Services telematics program, collecting and analyzing vehicle data and telematics to obtain insights that will be used to enhance fleet performance, increase operational efficiency, support safety initiatives, reduce costs and minimize greenhouse gas emissions. The Telematics Analyst completes analysis for projects related to fleet management including performance and safety reporting, incident investigations, and asset optimization, ensuring compliance with legislative requirements and sustainability objectives. This position collaborates closely with various sections and divisions, contributing to the promotion of safety and well-being of staff and the public through safe driver practices and safe fleet operations.

Work Performed:

  • Administers and coordinates the telematics program, including user access, maintains accurate fleet data, notifications, dashboards, reporting and user training.
  • Collects, analyzes, and interprets data on vehicle utilization, maintenance, fuel consumption, emissions, and driver performance.
  • Supports investigations by providing analysis of driver performance related to vehicle incidents, safety violations, collisions, infractions or unsafe acts.
  • Conducts internal compliance audits to assess adherence to regulations and procedures, identifies compliance gaps, monitors fleet risks, provides recommendations, and implements necessary preventative measures.
  • Analyzes compliance and operational data to identify trends and provides Divisions with regular reports and recommendations for improving efficiency and performance.
  • Proactively analyzes telematics data to identify issues, highlight performance gaps, monitors corporate compliance, and recommends actions for risk reduction and operational improvement.
  • Develops and maintains fleet dashboards to track key performance, safety, and environmental metrics.
  • Coordinates and oversees the removal and replacement of telematics devices for diagnostics and repairs.
  • Leads or assists in underutilization assessments, right sizing, pooling assets and reducing greenhouse emissions.
  • Assists in maintaining fleet compliance with Ministry of Transportation and Commercial Vehicle Operator Registration standards, ensuring all regulatory requirements are met.
  • Assists with the implementation of zero emissions strategies, including electric vehicle adoptions and alternative fuels.
  • Tracks and reports on environmental performance, including fuel consumption, emissions, and idling.
    Gathers information to analyze and develop relevant reports (standard, exception, and ad hoc to requesting parties) in areas of cost, underutilization, and continuous improvement.
  • Creates, runs and analyzes various reports for vehicular information and operations with management and other user groups.
  • Monitors and assesses compliance risks related to fleet activities across all Service Areas.
  • Follows ethical, secure, and industry-standard practices in data collection and analysis.
  • Administers the procurement and acquisition of fleet goods and services including defining project scope and specifications evaluating proposals and providing recommendations for awards based on analysis.
  • Liaises with contract providers to coordinate logistics around telematics devices.
  • Assists with reports for Council and various Committees as required.
  • Performs related duties as assigned.

Qualifications:

  • Completion of a three-year Engineering Diploma, Business Information Systems Diploma or equivalent.

Experience:

  • Three years of experience in engineering, data analytics, fleet management, or operations management.
  • A valid Ontario Driver’s Licence is required for this position.

Specialized Training & Licenses:

  • Ability to gather information, analyze data and use critical thinking skills to identify possible solutions to support efficient and effective service delivery.
  • Demonstrated understanding of or experience with zero emission vehicles – specifically vehicle availability, reducing greenhouse gas emissions, and charging infrastructure.
  • Demonstrated ability to provide accurate data through attention to detail and effective analytical skills.
  • Ability to carry out multiple tasks and work effectively and independently and on a team in a fast-paced environment.
  • Demonstrated ability in business intelligence tools such as Power BI and telematics platforms to create dashboards and reports.
  • Demonstrated knowledge and experience with telematics and vehicle safety, MTO and CVOR regulations with an understanding of municipal programs and services.
  • Demonstrated knowledge of relevant legislation and standards including the Highway Traffic Act, Commercial Vehicle Operator Registration.
  • Ability to effectively communicate relevant information to interest parties through reports and presentations.

Compensation & Other Information:

$53,202 - $75,375 (Level 10)

This posting is for one permanent full-time position being filled on a permanent basis.

Current hours of Work: Monday - Friday from 7:30 a.m. to 3:30 p.m.

Work Arrangement: Hybrid. Subject to change in accordance with business requirements.

These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays.
