Summary of Duties:

Reporting to the Manager, Learning and Development, the Specialist, Learning and Development works with subject matter experts and external training providers to design, develop, and facilitate a variety of learning and development programs. This position utilizes the Learning Management System to deliver and track training programs while monitoring compliance with existing legislation, and corporate policies, procedures and programs. The Learning and Development Specialist works collaboratively across the organization and provides advice and assistance to managers and employees on talent development matters.

Work Performed:

  • Develop and facilitate a broad range of training and employee developmental programs including employee orientation and onboarding, leadership development, skills training, policy training, and supportive workplace programs. 
  • Research, assess, develop, and implement a full host of learning methods to meet the learning needs of the corporation using best practices and adult learning principles including in person, virtual, self-directed eLearning, and coaching. Upload and test e-learning materials in LMS. 
  • Collaborate with subject matter experts, leaders, and managers to conduct needs assessments to develop and implement customized learning to ensure materials meet the needs of the area and ensure an effective transfer of knowledge.
  • Evaluate training programs by collecting feedback, analyzing training metrics, surveys, knowledge checks, and focus groups. Refine learning and development courses as needed. 
  • Generate reports through dashboards to track mandatory training and Organizational Development metrics. 
  • Align learning programs with organizational goals to ensure employee growth that supports strategic objectives. 
  • Develop and evaluate learning and development policies, procedures, standard work practices, user guides and management tools to maximize use of resources. 
  • Assist in defining and maintaining core training competencies.
  • Utilize the Learning Management System (LMS) to handle administrative tasks such as the coordinating, scheduling and assignment of learning and development programs. 
  • Manage the Learning and Development inbox and respond or direct inquiries to the appropriate person as required. 
  • Create, publish, and maintain LMS items classes and programs following using proper version protocols. 
  • Lead or assist with LMS-related enhancements from planning to execution, troubleshoot user issues and recommend improvements to enhance learner experience. 
  • Demonstrate commitment and promotion of anti-racism, anti-oppression, and human rights in all operations, policies and programs.
  • Promote and adhere to health and safety legislation and foster a culture of safety with direct reports.
  • Coordinate training opportunities with external training providers and vendors as required. 
  • Assist with the implementation of strategic learning and development plans and programs. 
  • Recommend and implement innovative, efficient service delivery practices. Promote a culture of continuous learning in the corporation while staying informed of learning and development trends and best practices.
  • Assist with room bookings, set ups at training locations as required. 
  • Perform related duties as assigned.

Skills and Abilities:

  • Demonstrated knowledge and experience in adult learning principles and learning and development best practices to apply throughout the Corporation.
  • Ability to understand learning needs and design training courses to meet the needs of the corporation. 
  • Excellent verbal and written presentation and facilitation skills.
  • Ability to use eLearning software to create learning and development programs.
  • Demonstrated effective interpersonal and customer services skills, including conflict resolution and problem solving.
  • Demonstrated ability to be an effective team member and contribute to programs and services provided by the team.
  • Ability to provide a high level of attention to detail, make sense of data and solve problems to measure learning impact. 
  • Ability to understand the importance of service delivery; contribute to the implementation of initiatives that support the section’s customers in a timely and effective way.
  • Strong organizational skills including but not limited to planning, prioritizing, time management and the ability to multi-task.
  • Computer literacy in Microsoft Office, and related software and database applications.
  • Valid Ontario Class “G” driver’s licence.

Qualifications:

  • Successful completion of a University degree or Community College Diploma in Human Resources, Education or Business with an emphasis on learning and development or related experience. 
  • Five to seven years previous related learning and development experience including experience in a unionized environment.  

Compensation & Other Information:

$80,770 - $105, 948.
This posting is one (1) permanent, full-time position being filled on a permanent basis. 
Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m.
Work Arrangement: Hybrid. Subject to change in accordance with business requirements.
