Summary of Duties:
Reporting to the Manager, Job Analysis and Organizational Design, the Specialist, Job Analyst is responsible for leading and administering job analysis and evaluation processes for both new and existing jobs within the Corporation. This position is also responsible for supporting service areas and divisions with organizational design analysis and providing recommendations related to organizational structures. This position ensures consistency and compliance to policy, procedure and practices related to job analysis, organizational design and pay equity.
Work Performed:
- Lead the job analysis process including gathering, documenting and analyzing job information to develop new jobs or change existing jobs.
- Administer the job evaluation process for non-union roles including gathering job information and applying the job evaluation tool.
- Provide advice and support to Managers organization-wide regarding the development of new positions or existing union positions.
- Support confidential organizational design initiatives throughout the Corporation.
- Conduct research, analysis and make recommendations for job analysis and organizational design initiatives.
- Prepare documentation and reports including statistical analysis related to job evaluation and organizational design.
- Develop and maintain organizational charts for the Corporation.
- Work collaboratively with external consultants as required.
- Prepare documentation, statistics, analysis and information for the purpose of pay equity compliance.
- Monitor pay equity legislation and internal policies to ensure compliance with applicable laws and regulations.
- Develop working partnerships across the corporation and with external municipal counterparts including participating in external surveys.
- Support the development and maintenance of job evaluation systems and processes to increase efficiencies and promote corporate consistency for jobs.
- Implement strategies to track performance measures, using appropriate data collection and analytics.
- Demonstrate commitment and promotion of anti-racism, anti-oppression, and human rights in all operations, policies and programs.
- Promote and adhere to health and safety legislation and foster a culture of safety
- Identify and recommend policies, procedures and practices that support divisional objectives and contribute to the implementation of strategic initiatives for the Human Resources Division.
- Participate on committees and special projects, as assigned.
- Perform other duties as assigned.
Skills and Abilities:
- Demonstrated knowledge and experience in job analysis and organizational design with an understanding of the Corporation’s programs and services.
- Demonstrated effective interpersonal and customer services skills, including conflict resolution and problem solving.
- Demonstrated ability to be an effective team member and contribute to programs and services provided by the team.
- Demonstrated ability to write reports with emphasis on presenting findings, preparing briefing material, and providing recommendations.
- Ability to provide a high level of attention to detail, make sense of data and solve problems.
- Ability to understand the importance of service delivery; contribute to the implementation of initiatives that support the section’s customers in a timely and effective way.
- Demonstrated effective planning, prioritizing, and time management ability.
- Knowledge and demonstrated skills in the areas of effective project/ change management, performance measurement and policy development.
- Computer literacy in Microsoft Office, and related software and database applications.
Qualifications:
- University Degree in Business Administration, Human Resources Administration, or related areas of study or equivalent combination of education and experience.
- Five to seven years of experience in human resources or related field.
- Previous experience in organizational design, job evaluation, pay equity and job analysis is an asset.
Compensation & Other Information:
$92, 161 - $120, 891
This posting is for one (1) permanent full-time position.
Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m.
Work Arrangement: Hybrid.
