Summary of Duties:

Reports to a Division Manager. Acts under the direction of an Engineer to coordinate the planning, administration, project management, carrying out and approval of various technical studies, designs, construction and maintenance works, reports, agreements and applications relating to the operations of the Division.

Work Performed:

  • Conducts technical reviews and prepares engineering responses on SWM storm/drainage infrastructure, sanitary sewer and sewage treatment plant requirements resulting from Planning Act Applications.
  • Plans, administers, assigns, and reviews technical studies and prepares designs and estimates for construction and maintenance works. Reviews and recommends acceptance of various technical studies, computer analyses, designs, drawings, applications and proposals submitted by consultants, developers, contractors and others for approval by the Division.
  • Coordinates the preparation of the Capital program and assists in the preparation and monitoring of divisional budgets.
  • Trains, supervises and is accountable for a work group of two or more technical staff.
  • Coordinates the work of Consultants and maintenance works.
  • Adapts or modifies technical methods or procedures to deal with deviations from accepted standards, precedents or situations.
  • Researches, develops and recommends new updates to existing technical policies, standards and procedures.
  • Researches, develops and recommends new, or changes to existing, technical policies, standards and procedures of the Division to the Division Manager.
  • Gives advice on the interpretation and application of the policies, standards, methods and procedures of the Division to consultants, developers, contractors, lawyers, and members of the public, and to other divisions, departments and government bodies.
  • Prepares written reports to Board of Control, various Committees of Council, City Administrator and Division Manager.
  • Chairs and/or attends meetings with other Divisional staff, contractors, individuals, and other agencies to plan, discuss and coordinate projects and new development.
  • Reviews invoices for work progress and recommends payment.
  • Designs, prepares cost estimates and tender documents for Division in-house projects.
  • Recommends the scheduling of vacations and granting of overtime and casual time off for subordinate staff.
  • Reviews the performance of subordinate staff with the Division Manager.
  • Ensures the maintenance of the computerized inventory (SIMS) for water and sewer data and water performance records.
  • Represents the Division Manager and SWM Unit Manager or an Engineer on storm/drainage, SWM and Wastewater Engineering matters in his/her absence.
  • Performs related duties as assigned.

Qualifications:

Three year Community College Civil Engineering Diploma

Experience:

Over five years’ related experience.

Specialized Training & Licenses:

Skills and abilities in the following areas are necessary:

  • Member of the Ontario Certified Engineering Technician and Technologist OACETT as certified Engineering Technologist.
  • Demonstrated proficiency in word processing, spreadsheets and various software.
  • Valid Driver’s Licence—Class G.
  • Excellent verbal and written communication skills.

Compensation & Other Information:

$65,411 - $95,072 (Level 16)

This posting is for two (2) permanent full-time positions.

Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m. 

Work Arrangement: On-site.  **This position is located at Greenway Pollution Control Plant.

These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays.
