Summary of Duties:
Reports to and carries out work under the direction of a designated Manager.
The Senior Coordinator, Committee of Adjustment oversees the administration of applications to the Committee of Adjustment and coordinates the application review process on Minor Variance and Consent applications. The work includes support to the Secretary Treasurer to the Committee of Adjustment and to the Consent Authority. As a team leader, this position provides daily coordination and organizing of work for the team and related positions, providing direction and guidance to team members, assigning, and reviewing work for quality and accuracy, developing work procedures and responding to inquiries regarding the application process and specific files.
Work Performed:
- Oversees and coordinates the administration of the Committee of Adjustment applications, which encompasses the following:
- efficient customer service and provision of information to the public, applicants, agencies and agents associated with applications,
- guidance and direction to assigned employees on completeness and compliance of applications and zoning referral forms for variances and consents and notices resulting from the decision of the Committee,
- site visits as necessary,
- circulation of minor variance applications and other applications made to the Committee of Adjustment,
- attending weekly Minor Variance Internal Review meetings, and
- contacting applicants and resolving any necessary changes required to the initial application or on escalated issues during the application review process.
- Manages minor variance application files to identify issues and work towards issue resolution where possible and appropriate. Facilitates discussions with internal employees, applicants and members of the public to understand and identify issues and seek out solutions where possible and appropriate. Review Planner’s reports submitted to the Committee of Adjustment and Consent Approval Authority for completeness and accuracy.
- Acts on matters assigned to the Secretary-Treasurer Committee of Adjustment which may including providing direction to employees on the preparation of agendas, recording of proceedings and meeting attendance, preparation of reports, and managing correspondence associated with the Committee; assists the Chair and members of the Committee of Adjustment on procedural matters and decision wording, correspondence, record keeping, fees, etc. as required.
- Gives direction on the workload of the Documentation Coordinator and Administrative and Technical Support Representative.
- Provides zoning bylaw compliance information respecting consents and minor variances, on request, to employees and the public and provides direction and/or zoning referral forms associated with minor variance and consent applications.
- Prepares reports, as necessary, on issues and items relating to minor variances, consents, and the Committee of Adjustment. Identifies trends relating to minor variances, consents, and Committee of Adjustment processes.
- Supports the work of the Division as required by assuming responsibility for work as an experienced planner, to include processing and evaluating a broad range of applications under the Planning Act and Condominium Act; file management; providing advice, expertise and guidance to Divisional employees and Managers based upon professional practice as a Planner; and attending related Committee meetings.
- Undertakes and manages the process for data collection, maintenance and analysis, and documentation of procedures.
- Maintains professional knowledge in applicable areas and keeps abreast of changes in job-related rules, statutes, laws, and new business trends; makes recommendations for the implementation of changes; reads and interprets professional literature; attends training programs, workshops, and seminars as appropriate.
- Builds and maintains positive working relationships with co-workers, other civic employees and the public using principles of good customer service.
- Knowledge of and ability to read architectural, engineering and survey drawings.
- Acts as a Commissioner for taking affidavits.
- Performs related duties as assigned.
Qualifications:
- Honours degree in Urban Planning, or equivalent educational qualifications.
- Eligibility for membership in the Ontario Professional Planner’s Institute (OPPI.)
Experience:
Over 5 years of related experience in professional practice as a Planner that includes the processing and evaluation of a broad range of applications under the Planning Act and Condominium Act, file management, and attending related Committee meetings.
Specialized Training & Licenses:
- Valid Driver's Licence - Class G.
Skills and abilities in the following areas are necessary:
- Ability to organize and prioritize work assignments.
- Demonstrated proficiency in the use of Microsoft office products, including spreadsheets, and various software used within the Division.
- Demonstrate high level of customer service and proficiency in conflict resolution. Excellent verbal and written communications and presentation skills.
- Ability to read architectural, engineering and survey drawings.
- Ability to use GIS is an asset
Compensation & Other Information:
$67,922 - $98,722 (Level 17)
This posting is for 1 permanent full-time position.
Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m.
Work Arrangement: 4 days in office / 1 day remote. Subject to change in accordance with business requirements.
These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays.
