Summary of Duties:
Reporting to the Senior Manager, Fleet Services, the Manager, Fleet Safety provides strategic leadership and oversight for all fleet-related safety and compliance programs across the organization. This role is responsible for managing the safe operation of all fleet vehicles and equipment, in accordance with the Highway Traffic Act (HTA), Occupational Health and Safety Act (OHSA), corporate policies and procedures, and other applicable legislation or regulations. The Manager is accountable for advancing a culture of proactive fleet safety, implementing risk mitigation strategies, collision prevention, incident investigations, continuous improvement, and regulatory excellence across Service Areas.
Work Performed:
- Lead the planning, development, and implementation of fleet safety and compliance strategies, ensuring alignment with corporate objectives and legislative requirements.
- Manage employees, including hiring, coaching, administration, employee development and performance.
- Oversee the development, maintenance, and implementation of the City’s Fleet Safety and Compliance Program including equipment and driver safety training, policies and procedures, ensuring compliance with the HTA and OHSA, Commercial Vehicle Operator Registration (CVOR), and Ministry of Transportation (MTO) regulations.
- Monitor municipal best practices and legislative changes, ensuring programs and policies remain current and effective.
- Manage and oversee operator training needs and requirements, train the trainer programs, collaborating with divisions to establish certification and evaluation standards for all equipment and vehicles.
- Oversee and govern the City’s MTO Driver Certification Program (DCP) for license upgrades and renewals.
- Provide leadership and strategic oversight of the fleet telematics program, directing initiatives to enhance safety outcomes, ensure regulatory compliance, operational efficiency, and support sustainability objectives.
- Act as the corporate representative for the CVOR license and designated signing authority under the MTO DCP.
- Monitor and coordinate internal audits and inspections to ensure compliance with legislation, policies and procedures, and broader fleet safety initiatives.
- Manage the City’s CVOR program to maintain or improve the carrier safety rating and develop strategies to mitigate risks to employees and the public.
Investigate fleet incidents and ensure proper reporting and response procedures, root cause analysis, and implementation of corrective measures to prevent future incidents. - Communicate incident findings, compliance risks and learning opportunities through reports, confidential investigations, and presentations.
- Oversee the development and analysis of safety metrics, trends, and key performance indicators (KPIs) to proactively reduce incidents and implement improvements.
- Ensure the accurate governance and retention of training records, incidents, accident/damage reports, drivers abstract and identify trends and recommend corrective actions in consultation with management.
- Oversee train the trainer programs to ensure consistent delivery of training across service areas.
- Maintain partnerships with external providers, municipalities and regulatory bodies to ensure high-quality education standards and strengthen City policies, procedures and programs.
- Lead the full training lifecycle to ensure safe and compliant operations including, needs and task assessments, curriculum development, standardized testing and tracking, and course evaluations.
- Identify and recommend procedures and practices that support divisional objectives that contribute to the implementation of strategic initiatives for Finance Supports to meet the Council’s Strategic Plan.
- Support the development of processes and tools needed to increase efficiencies and improve the effectiveness of services provided by the Unit.
- Demonstrate commitment and promotion of anti-racism, anti-oppression, and human rights in all operations, policies and programs.
- Promote and adhere to health and safety legislation and foster a culture of safety with direct reports.
- Prepare Council and Committee reports; respond to public, media, and Councillor inquiries, and attend meetings as required.
- Perform related duties as assigned.
Skills and Abilities:
Skills and abilities in the following areas are necessary:
- Demonstrated knowledge and experience working with fleet regulatory frameworks, including CVOR compliance, HTA, OHSA, and MTO programs.
- Demonstrated safety and training program experience including establishing training standards, course evaluation methodologies, and records governance.
- Demonstrated experience in developing and providing fleet safety training programs, motor vehicle collision investigations, air brake instructor, defensive driving course instructor, and compliance audits to advance the objectives of the Division.
- Knowledge of adult education principles, course development and training evaluation.
- Experience leveraging fleet telematics programs to support safety performance tracking, collision mitigation strategies, and enable continuous improvement initiatives.
- Ability to apply analytical and business planning skills; demonstrated ability in implementing and monitoring programs.
- Ability to effectively lead employees, develop and support high performance teams, and to direct consultants, and contractors.
- Detail-oriented with strong problem-solving and data analysis skills.
- Ability to apply effective interpersonal and customer service skills.
- Proficient in Microsoft Office and related software including Power BI.
Qualifications:
- Completion of a University Degree or Diploma in Business, Engineering Technology, Occupational Health and Safety, Transportation Management or in a relevant area of study or equivalent combination of education and related experience.
- Five to seven years related experience in fleet safety and training programs, telematics programs, compliance or transportation operations, including management responsibilities.
- Certification in Fleet Safety, Driver Training, Adult Education or Occupational Health and Safety, and Motor Vehicle Collision Investigation is an asset.
- Valid and unrestricted Ontario DZ class commercial licence is required.
- Ministry of Transportation (MTO) Signing Authority under the Driving Certification Program and air brake instructor certificates is required, or the ability to obtain within 6 months.
Compensation & Other Information:
$105, 278 - $138, 095.
This posting is one (1) permanent, full-time position being filled on a permanent basis.
Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m.
Work Arrangement: 100% in Office/On-Site. Subject to change in accordance with business requirements.
