Summary of Duties:
Reporting to the Senior Manager Fleet Services, the Manager Fleet Maintenance will oversee all aspects of the maintenance and repair for municipal fleet vehicles and equipment, including garages and daily operations. This role is responsible for ensuring compliance with legislated inspections, implementing preventive maintenance programs, managing budgets, providing staff training. The Manager, Fleet Maintenance will also oversee a workforce of both union and non-union staff, establish maintenance procedures, and ensure efficient and safe operation for both staff and service areas.
Work Performed:
- Provide strategic leadership in the coordination and delivery of fleet maintenance programs that enables delivery of service levels in a safe mechanical operation for staff and divisions.
- Responsible for managing employees including hiring, coaching, administration, and performance of reporting employees. Respond to sensitive and confidential human resource issues as required.
- Provide leadership in the execution and delivery of services and programs in the following areas of accountability:
- Lead and manage Fleet Maintenance operations, including garages and staff, ensuring cost-effective and timely preventative maintenance and repairs.
- Organize workforce and prioritize maintenance tasks to support program service delivery both during normal working hours and after-hour emergencies.
- Manage costs supported by internal programs rates, including parts, staffing, contracted services, fuel, and inter-divisional recoveries.
- Oversee the daily operation of multiple garages, including scheduling, shift resource allocation, and task prioritization to meet service expectations.
- Ensure compliance with the Highway Traffic Act and the mechanical requirements of the Commercial Vehicle Operator’s Registration program.
- Develop and implement maintenance policies, procedures, and performance indicators.
- Ensure accuracy and consistency of maintenance work order records
- Develop procurement documentation for low-dollar procurements, Request for Quotation, Request for Proposal, Request for Tender, and monitor vendor performance.
- Support Fleet Planning with new vehicle requirements, licensing, condition assessments and asset disposal.

- Demonstrate commitment and adherence to Health and Safety legislation and programs; and actively promote a culture of safety within Fleet Maintenance.
- Provide updates, information and recommendations to the Senior Manager, Fleet on priorities with responsibility to operationalize identified goals and strategies.
- Identify and recommend internal controls in the form of policies, procedures, practices in relation to the general and specific risks of the Corporation; ensure internal controls are implemented, monitored and reported on specific to the Division.
- Promote and foster working relationships with employees and bargaining units to provide a fair and consistent application of provisions within the collective agreement.
- Liaise with unions on issues that affect bargaining unit employees and represent the unit at mediation and arbitration proceedings as required.
- Encourage and support employee participation and commitment to individual, divisional, and organizational objectives. Actively mentor, provide development opportunities and build a high-level team performance with direct reports.
- Engage in opportunities to work across Divisions and Service Areas in support of enterprise-wide collaboration.
- Prepare reports for Council and various Committees as required.
- Identify, recommend, adapt and implement innovative, effective and efficient work practices and procedures to improve service delivery and the business responsibilities of the team.
- Adhere to the Procurement of Goods and Services Policy; includes the responsibility of delegation of procurement initiation approval authority.
- Demonstrate commitment to anti-racism, anti-oppression, and human rights through interactions with employees and the implementation of policies, programs and protocols that reflect this commitment.
Qualifications:
- Successful completion of a two-year Community College Program in a related field or equivalent combination of education and related professional experience within a fleet or automotive background.
- Eight to ten years related experience including management experience of both union and non-union staff.
- Experience in fleet management and maintenance operations is preferred.
- Certificate of Qualification as Truck and Coach Technician (310T) and/or Automotive Service Technician (310S) is required.
- Valid Class G Driver’s license.

- Highly developed interpersonal and customer services skills, including conflict resolution and problem solving; demonstrated ability to effectively communicate with diverse populations within the community; experience working collaboratively with organizations, clients, and other individuals. Political acumen to identify and manage issues.
- Ability to understand the importance of service delivery; implement initiatives that support the section’s customers in a timely and effective way.
- Computer literacy in Microsoft Office, and related software and database applications.
Compensation & Other Information:
$99,156 - $129,818
This posting is for 1 permanent, full-time position.
Current hours of Work: Monday - Friday from 7:30 a.m. to 3:30 p.m.
Work Arrangement: On-site
