Summary of Duties:
Reporting to the Manager III, Financial Planning and Policy, the Manager II, Accounting and Reporting provides expertise in accounting and financial analysis to support the management of the Financial Planning and Policy Division including development of operating and capital budgets, financial policy, long-term financial plans and supervision of staff.
Work Performed:
- Provide expertise in the coordination and delivery of financial programs, plans, policies, and budgets that contribute to the implementation of strategic initiatives for the Financial Planning and Policy Division to meet Council’s Strategic Plan.
- Responsible for managing employees including hiring, administration, and performance aspects of reporting employees. Respond to sensitive and confidential human resource issues as required.
- Encourage and support employee participation and commitment to divisional and organizational objectives. Actively mentor, provide development opportunities and build team performance with direct reports.
- Provide leadership in the execution and delivery of services and programs in the following areas of accountability:

- Contribute to the development and monitoring of the annual Operating and/or Capital Budgets including strategic reviews, budget engagement, strategic priority setting and performance monitoring.
- Provide input and direction in the development of financial forecasting models.
- Conduct financial analysis and provide advice on future financial implications associated with municipal program service adjustments.

- Undertake financial systems reporting and modelling initiatives including multi-year forecasts for tax, sewer, and water rates, with consideration of factors that impact short and long-term financial planning horizons.
- Develop and prepare recommendations for the development of Corporate Financial Policies; ensure policies are updated according to current corporate initiatives.
- Direct and manage preparation of assigned sections of annual Consolidated Financial Statement, Financial Information Return, Performance Measurements for the Corporation, and other financial reports. Liaise with Financial Services and external auditors as required.
- Participate in decision-making and provide information, analysis and recommendation with respect to the City’s treasury functions, including cash management, investment programs, and the timing, nature and issuance of the City’s long-term debt financing. Participate in the development and maintenance of an effective treasury administration program.
- Direct the implementation and evaluation of financial system upgrades and maintenance processes with respect to budget, reserve funds, debt and other related systems.

- Ensure program monitoring and reporting take place within approved Federal and Provincial funding programs, as well as City-led programs, agreement funding arrangements, etc.
- Direct the research and development of new budget modelling techniques and tools.
- Reviews training initiatives of Financial Planning and Policy in relation to budget modules to ensure effective utilization of financial systems.
- Identify and recommend internal controls in the form of policies, procedures, practices in relation to the general and specific risks of the Corporation; ensure internal controls are implemented, monitored and reported on specific to the division.
- Build and support employee commitment to a high level of performance in all areas of customer service, employee safety and delivery of individual goals and objectives.
- Engage in opportunities to work across Divisions and Service Areas in support of enterprise-wide collaboration.

- Demonstrate commitment and adherence to Health and Safety legislation and programs and actively promote a culture of safety with direct reports.
- Prepare reports for Council and various Committees as required.
- Respond to inquiries from elected officials, media and the public as requested by the Manager or Director.
- Identify, recommend, adapt and implement innovative and effective work practices and procedures to improve service delivery and the business responsibilities of the team.
- Recommend and develop processes and tools needed to increase efficiencies and improve the effectiveness of services provided by the division.
- Implement strategies to track performance measures for division deliverables, using appropriate data collection and analytics.
Qualifications:
- Chartered Professional Accountant (CPA) designation. University degree in Finance, Accounting, Business Administration, Economics or other related discipline.
- Five to seven years of related experience, including management responsibilities or equivalent combination of education and related professional and lived community experience.
Skills and Abilities:
- Demonstrated knowledge and experience in the above identified areas of accountability including operating and capital budgeting/finance, and debt market practices, with an understanding of the area’s programs and services and how the work of the area aligns with the objectives of the division.
- Demonstrated analytical and business planning skills with a proven track record for effectively implementing and monitoring programs and services.
- Demonstrated positive and proactive leadership capabilities, adept at leading a group of employees, contracted services and consultants; demonstrated commitment to developing high performance teams.

- Ability to understand the importance of service delivery; implement initiatives that support the section’s customers in a timely and effective way.
- Computer literacy in Microsoft Office, and related software and database applications.
Compensation & Other Information:
$99, 156 - $129, 818
This posting is for one (1) permanent, full-time position.
Standard hours of Work: Monday - Friday from 8:30a.m. to 4:30p.m.
Work Arrangement: Hybrid
These hours of work and work arrangement are subject to change in accordance to business requirements.
