Summary of Duties:

Reports to Division Manager, Housing or Designate with direct supervision provided by the Housing Program Officer, assists and supports the administration of housing programs, services and agreements to ensure the achievement of divisional objectives and program compliance. Provides information and guidance to housing stakeholders on housing programs and services, agreements, local rules and standards, relevant legislation and property management best practices.

Work Performed:

  • In support of the Housing Division program delivery and administration responsibilities, provides quality customer service by telephone, electronic mail and in person responding to housing stakeholders using courtesy, tact and discretion to deal with or settle requests and complaints, obtaining and/or handing out data or information and/or explaining, clarifying and exchanging data or information related to housing programs and services.
  • Monitors program compliance through the regular review of housing stakeholder documentation and information in accordance with standard practices and methods referring unfamiliar situations to senior staff.
  • Updates and maintains master files, schedules and other database information to ensure the accuracy and retention of both internal and external program data for reference and reporting requirements.
  • Completes special assignments relating to the Housing Division’s data and informational needs.
  • Maintains working knowledge of the Housing Services Act (HSA) and regulations, the Ministry of Municipal Affairs and Housing (MMAH) guidelines and notifications, local rules, standards, housing programs, services and community resources.
  • Prepares and process accounting transactions and supporting documentation for the Housing Division including accounts payable vouchers, journal entries and EFT/PV for payments and receipts required under various programs and agreements in accordance with proper approvals, policies and procedures. Calculates and prepares billing to County of Middlesex. Assists Manager with quarterly budget monitoring.
  • Ensures the financial documentation between the subsidy/payment database and the approved subsidy/payment portfolio files and agreements pertaining to all housing stakeholders are accurate and complete.
  • Maintains control of Housing Division petty cash fund and is site coordinator for reconciliation of corporate credit card. Stays current with applicable HST tax rules and City accounting policy.
  • Prepares general, financial and statistical reports on housing programs from a variety of data base systems and informational sources and develops communication/market material using various formats and electronic media.
  • Completes general office and administrative duties including but not limited to, word processing, records management, and minute taking. Supports other Housing Division staff and functions as required, including acting as the Recording Clerk assigned to assist in receiving and cataloguing Requests for Final Review, supporting documents, and decisions.
  • Performs related duties as assigned in accordance with Service Area and Divisional objectives.

Qualifications:

Post-Secondary Certificate/Diploma (up to 2 years) in Business Administration, Human Services or a relevant Social Sciences program.

Experience:

Minimum 1 year of experience in a related field.

Specialized Training & Licenses:

Skills and abilities in the following areas are necessary:

  • Knowledge of housing programs and related legislation, program and policy guidelines.
  • Knowledge of, and demonstrated ability in, corporate core competencies including customer service, communication, team work, initiative/self management and accountability, and flexibility/adaptability.
  • Computer literacy utilizing MS Office software applications, as well as utilizing word processing, spreadsheet and database applications at an intermediate level; competent in conducting Internet searches.
  • Valid Class G Drivers License.

Compensation & Other Information:

$43,779 - $64,094 (Level 7)

This posting is for 1 permanent position being filled on a permanent full-time basis.

Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m.

Work Arrangement: Hybrid. Subject to change in accordance with business requirements.

These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays.
