Summary of Duties:

Reporting to the Division Manager, Stormwater Engineering, the Environmental Services Engineer, Hydrogeologist is responsible for providing technical expertise and strategic leadership in hydrogeology, environmental engineering and stormwater management to support municipal infrastructure and development applications. This position is responsible for regulatory oversight including Ministry of the Environment, Conservation and Parks (MECP) permitting to support construction dewatering, contaminated sites and excess soil management and the development of municipal design standards. 

Work Performed:

  • Provide leadership in the coordination and delivery of hydrogeology, environmental engineering and stormwater management that contribute to strategic initiatives.  
  • Act as the City of London’s primary hydrogeologist providing specialized technical expertise across multiple Environment and Infrastructure Divisions and provide technical support to other City of London Service Areas.
  • Lead hydrogeological assessment meetings with interested parties in support of capital projects and future development proposals.
  • Lead the development and implementation of municipal design standards for hydrogeological and water balance assessments and apply these standards in the review of development applications, including subdivision and site plan application approvals, as well as prepare development application requirements and conditions related to hydrogeological assessment reviews 
  • Assist with all hydrogeologic aspects of water resources planning, engineering design, contract preparation, construction and remediation works of municipal infrastructure and open watercourses.  This may include confidential matters related to land development and land acquisitions and development approval.
  • Review contract documents and tenders and contract awards as they relate to hydrogeology and environmental engineering to support registration on the Environmental Activity and Sector Registry (EASR).
  • Provide specialized technical expertise related to environmental engineering, as required, across multiple Environment and Infrastructure Divisions, including review of Phase I and Phase II Environmental Site Assessment (ESA) reports, due diligence soil and groundwater sampling assessments, and Environmental Compliance Approvals (ECAs).
  • Assist in the development and implementation of the City’s On-Site and Excess Soil Management strategy in accordance with Ontario Regulation (O.Reg.) 406/19 for both capital and operational infrastructure projects.
  • Responsible for reviewing hydrogeological assessment reports, excess soil management planning documents, water resources studies, engineering drawings, and construction dewatering plans on behalf of the City of London as well as coordinating consultants and contractors for various capital and operational projects.
  • Manage employees, including hiring, coaching, administration, employee development and performance. 
  • Participate in the planning of project designs, capital construction, and asset rehabilitation and renewal programs, and prepare and recommend design criteria, project design and construction requirements to ensure compliance. Assist in the coordination of capital projects and programs, review contract documents, evaluate tenders and proposals, and assist in the recommendation of contract awards, inspection and administration.

  • Demonstrate commitment and promotion of anti-racism, anti-oppression, and human rights in all operations, policies and programs.
  • Promote and adhere to health and safety legislation and foster a culture of safety with direct reports.
    Provide information and recommendations to leadership on priorities within the area.  Implement strategies as required.
  • Establish, monitor, and report on policies, procedures and practices to mitigate risks of the Corporation related to hydrogeology and environmental engineering.    
  • Provide practical and technical design, construction, maintenance and operations expertise related to procedures and policy development, development of standards, and revision of specifications.
  • Recommend and apply policies and procedures of the water resources systems and assist in crisis management in system emergency situations.
  • Liaise with unions on issues that affect bargaining unit employees and represent the unit at mediation and arbitration proceedings as required.
  • Collaborate across Divisions and Service Areas to support enterprise-wide initiatives.
  • Prepare technical reports, cost estimates and cost/benefit analysis as required related to hydrogeology projects. Respond to public, media, and Councillor inquiries, and attend meetings as required. 
  • Implement strategies to track performance using data and analytics; recommend and implement innovative, efficient service delivery practices. 
  • Follow procurement policies and delegate approval authority as appropriate.
  • Act a liaison between the City of London and Ministry of Environment, Conservation and Parks (MECP) district office staff on environmental and hydrogeological matters.
  • Provide information to consultants, contractors, other municipal operating authorities, other divisions, government bodies, utility companies and the public to move forward common goals, build relationships and share best practices. 
  • Perform other related duties as assigned.

Skills and Abilities:

  • Ability to apply knowledge of hydrogeology, environmental engineering and stormwater management to advance the objectives of the Division.
  • Demonstrated knowledge of applicable Ontario legislation and regulatory frameworks, including the Environmental Protection Act, Ontario Water Resources Act, Clean Water Act, Conservation Authorities Act, and related acts and regulations. 
  • Demonstrated ability to interpret and apply provincial environmental legislation and regulations to support municipal initiatives and projects, including O.Reg. 63/16, O.Reg. 153/04, O. Reg. 903/04, O.Reg. 406/19, and O.Reg. 387/04.
  • Ability to apply analytical and business planning skills; demonstrated ability in implementing and monitoring programs.
  • Ability to effectively lead employees, develop and support high performance teams, and to direct consultants, and contractors. 
  • Committed to employee safety; knowledgeable in the Occupational Health and Safety Act and how it relates to the position.
  • Detail-oriented with strong problem-solving and data analysis skills.
  • Ability to apply effective interpersonal and customer service skills. Demonstrated understanding of issues that impact specific communities and populations.
  • Political acumen and ability to identify and effectively manage emerging issues.
  • Ability to implement initiatives that support the section’s customers in a timely and effective way. 
  • Proficient in Microsoft Office Suite and related software systems.

Qualifications:

  • Completion of a University Degree in Civil/Environmental Engineering, Environmental Geoscience, or a related discipline, with a focus on hydrogeology and groundwater systems.
  • Registered Professional Engineer (P.Eng.)  or Registered Professional Geoscientist (P.Geo.) in the Province of Ontario is required. 
  • Five to seven years of related technical experience including management responsibilities. 

Compensation & Other Information:

$100,395 - $131,441

This posting is for 1 permanent, full-time position being filled on a permanent, full-time basis. 

Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m. 

Work Arrangement: Hybrid. Subject to change in accordance with business requirements.
