Summary of Duties:

Reporting to the Director of Construction and Infrastructure Services, the Division Manager, Geomatics provides strategic leadership and oversight of an infrastructure management portfolio that encompasses surveying, plan file management, locates, GIS operations, database administration, and advanced Geographic Information System analysis, as well as integration with the Computerized Maintenance Management System (CMMS). This position also drives innovation and efficiency in the delivery of the Geomatics Division in alignment with the City of London’s Strategic Plan to meet evolving organizational needs.

Work Performed:

  • Contribute to the development and implementation of strategic initiatives for the Geomatics Division to meet the Council’s Strategic Plan. 
  • Provide leadership for the planning, management, and administration of the Geomatics team; recommend, develop, implement, and maintain comprehensive policies, programs, procedures and protocols that inform and support City services.
  • Ensure compliance with Ontario legislation, including the Ontario Underground Infrastructure Notification System Act, Ontario One Call, and relevant safety standards during utility locating operations, adhering to all regulatory requirements to prevent accidents and penalties.
  • Provide strategic oversight and leadership to Geomatics Division in the execution and delivery of services and programs in the following areas of accountability: 
    • Provide survey services to support Environment and Infrastructure projects and corporate needs and interests. 
    • Administer surveys carried out by Ontario Land Surveyors retained by the Corporation. 
    • Advise Legal Services, Realty Services, Municipal Compliance and the Clerk’s Office on matters related to surveying and the legal descriptions of land for Land Registration Purposes, including expropriations. 
    • Manage and administer the Corporation’s geospatial data utilized in data-driven decision-making programs and provide support to service areas in developing internally and leveraging new and/or existing datasets to support corporate efficiencies. 
    • Provide program governance, strategic planning, policies for GIS, CMMS, and computer aided drafting (CAD) to establish and maintain data model standards, procedures, and processes that ensure the accuracy, consistency, and reliability of geospatial data across all platforms and applications.
    • Expand the integration of CMMS across operations and engineering divisions of Environment and Infrastructure as well as ongoing support and maintenance.
    • Support Corporate Asset Management (CAM) in executing the asset management plan.
    • Administer utility locate services in accordance with the Ontario Underground Infrastructure Notification System Act and Ontario One Call to efficiently address legislated requirements on behalf of the Corporation as a utility owner.
    • Establish and maintain current technical and cartographic standards to maintain Corporate Engineering Record Drawings database.
    • Prepare engineering and survey drawings for projects and review and approve Engineering Record Drawing submissions from consultants. 
    • Manage, administer and negotiate Municipal Access Agreements with utility companies operating within the city.

  • Provide professional advice, updates and information to the Director, Construction and Infrastructure Services on priorities with responsibility to operationalize identified goals and strategies. 
  • Provide expertise and guidance to Environment and Infrastructure and as required at Committee, Council and Community Advisory Committees. Prepare reports for and make presentations at public meetings and Council Committees as required. 
  • Manage the Geomatics Division team including hiring, administration and performance aspects of reporting staff. Respond to sensitive and confidential human resource issues as required. 
  • Encourage and support employee participation and commitment to divisional and organizational objectives.  Actively mentor, provide development opportunities and build team performance with direct reports. 
  • Liaise with unions on issues that affect bargaining unit employees. Promote and foster effective working relationships with employees and bargaining units and ensure consistent application of the collective agreements. Fairly and consistently administer provisions of various collective agreements to promote resolution of grievances.  Provide representation at mediation and arbitration proceedings.
  • Demonstrate commitment and adherence to Health and Safety legislation and programs; and actively promote a culture of safety with direct reports.  Create, implement and monitor an annual Health and Safety continuous improvement plan.
  • Build and support employee commitment to a high level of performance in all areas of customer service, employee safety and delivery of individual goals and objectives.
  • Recommend, develop and adapt processes and tools needed to increase efficiencies and improve the effectiveness of services provided by the Division engaging available organizational capabilities resources as applicable.
  • Participate in and support a culture of enterprise-wide collaboration. Promote opportunities to work across divisions and Service Areas in support of strategic initiatives. 
  • Demonstrate commitment to anti-racism, anti-oppression, and human rights through interactions with community partners, employees and individuals and ensure that policies, programs and protocols reflect this commitment. 
  • Prepare, recommend and administer the Geomatics operating budget and a multi-year capital works budget to provide continued excellence in Corporate Geomatics and GIS services.  Prepare associated documents (i.e., business plans, business cases and presentation documents) as required. Manage and promote stewardship of financial and organizational resources.
  • Represent the City in legal proceedings such as discoveries.
  • Adhere to the Procurement of Goods and Services Policy including the responsibility of delegated of procurement initiation approval authority as per policy amounts. 
  • Liaise with other levels of Government and professional associations on matters pertaining to survey matters and City owned land.  
  • Represent the Division on the various boards and committees of external organizations, associations and government partners to promote the City of London as a leader, share best practices, build relationships, and recommend solutions. 

Qualifications:

  • Completion of a University degree in Civil Engineering, Geomatics Engineering, Surveying, Geography, GIS (Geographic Information Systems), Public Administration, or a related field.
  • Professional designation or certification such as P.Eng (Professional Engineer), OLS (Ontario Land Surveyor), or GISP (GIS Professional).
  • Seven to ten years related experience in geomatics, land surveying, GIS, or related fields, preferably in a municipal or government setting including management responsibilities.
  • Must possess a valid Class ‘G’ Driver’s licence and have available use of a vehicle.
     

Skills and Abilities:

  • Demonstrated knowledge of relevant legislation, regulations, and standards related to geomatics, land surveying, utility locates and GIS in Ontario, including the Public Lands Act, and Municipal Act.
  • In-depth knowledge of GIS software such as Esri ArcGIS, CMMS software such as Cityworks or other relevant and similar platforms used for spatial data analysis, mapping.
  • Demonstrated knowledge understanding of land surveying principles and equipment, cadastral mapping, geodetic surveying, and coordinate systems.
  • Highly developed analytical and business planning skills with a proven track record for effectively implementing and monitoring programs and services.
  • Demonstrated successful experience in a people leadership role; positive and proactive leadership capabilities, adept at leading a group of employees, contracted services and consultants; demonstrated commitment to developing high performance teams. 
  • Demonstrated ability to inspire the people they lead through productive and honest dialogue, with personal integrity and actions. 
  • Ability to be a trusted advisor and/or advocate in sensitive and/or emotionally charged situations. 
  • Demonstrated ability to contribute to the development of a culture of inclusion and respect and effective collaboration within the Division and across the Service Area.

Compensation & Other Information:

$112,978 - $148,226

Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m.
