Summary of Duties:
Reporting to a Manager in Information Technology Services (ITS), the Data Scientist will work as part of a collaborative team to apply data analytics, machine learning and statistical modelling techniques to enhance service delivery through data informed decision making, automating municipal processes and supporting the overall digital modernization efforts for ITS. This position will contribute to the development of enterprise-wide data and artificial intelligence strategies and leverage advanced analytical techniques to enhance the operational efficiency with divisions across the corporation.
Work Performed:
- Perform advanced statistical analysis to uncover patterns and trends in large datasets to help inform decision making and continuous improvement.
- Develop and implement machine learning models to predict outcomes and optimize processes. Validate and refine models as needed for real world applications.
- Create meaningful features from raw data to enhance model performance.
- Perform data analysis and modelling using advanced analytics and predictive modelling development to ensure the reliability and accuracy of data-driven insights including support for long-term financial planning, service delivery modernization, and capital investment strategy.
- Implement automation for data extraction, transformation, and visualizations.
- Serve as a technical lead to assist project team in leading various projects related to data solutions. Review code and assist in creating test models. Track model performance and gather feedback.
- Work collaboratively across divisions to understand project requirements to integrate data science solutions to achieve project results.
- Build and refine predictive models and data structures, ensuring compliance with municipal, provincial, and federal governance, security, and privacy standards.
- Prepare reports, dashboards and documentation to outline methodology, results and prepare recommendations for data analysis projects. Share data insights and recommendations through clear visualizations to assist with decision making.
- Support the development and application of AI-driven analytics and automation solutions for improved service delivery and efficiency.
- Ensure adherence to data governance, security, and compliance best practices, including rolebased access controls and audit trails.
- Maintain technical documentation related to models, methodologies, and data governance policies.
- Lead workshops and information sessions to increase the understanding of data science concepts and data analytics tools within the corporation.
- Stay informed on industry best practices and technologies to assist the City of London with remaining current through digital modernization.
Qualifications:
Completion of a four-year honours degree in Data Science, Statistics, Mathematics, Engineering or equivalent.
Experience:
Five years of experience in data science, data analytics, artificial intelligence, machine learning or related experience.
Specialized Training & Licenses:
One or more of the following certifications are assets:
- Microsoft Certified Azure Data Scientist Associate
- Microsoft Certified Data Analyst Associate
- Microsoft Certified Azure AI Engineer Associate
- Microsoft Certified Fabric Analytics Engineer Associate
Skills and abilities in the following areas are necessary:
- Proficiency in programming languages commonly used in data analytics, such as Python, R, SQL, Java, or Scala.
- Proficiency with Microsoft SQL Server, Oracle, Microsoft Fabric, Azure data warehouses, data visualization tools such as Power BI.
- Proficiency in statistical analysis, predictive modelling, and inferential methods.
- Experience with supervised and unsupervised learning (e.g. regression, clustering, classification, NLP).
- Strong analytical and problem-solving capabilities; ability to translate analytical findings into clear policy-relevant recommendations.
- Ability to frame ambiguous problems into clear, testable analytical problems.
- Strong skills in hypothesis development, causal reasoning, and root cause analysis.
- Creativity in finding data-driven approaches to policy or operational questions.
- Ability to design transparent and reproducible methodologies that can withstand Council, public or audit scrutiny.
- Excellent time management skills; can provide technical leadership of multiple projects under tight deadlines.
- Effective communication skills, explaining technical solutions to non-technical interest holders including senior business area managers, and leading deep technical architecture discussions with team members.
- Ability to collaborate with internal and external project participants.
- Ability to work both independently and as part of a team in a dynamic environment.
Compensation & Other Information:
$64,785 - $94,167 (Level 15)
This posting is for two (2) permanent full-time positions being filled on a permanent full-time basis.
Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m.
Work Arrangement: Hybrid. Subject to change in accordance with business requirements.
These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays.
