Summary of Duties:

Reporting to the Supervisor – Tax Collections for collection related work only and reporting to the Manager of Taxation & Accounting Services for all non-collection related work, the Collection Clerk performs tasks related to the collection of outstanding accounts due to the City of London.

Work Performed:

  • Prepares and mails outstanding tax demands and documents associated with the tax registration process.
  • Maintains files associated with the tax registration process.
  • Performs filing related to the Collection section; monitoring the presence of legal documents, registered mail documents, written correspondence and payment arrangements.
  • Performs keyboarding duties relative to collection functions i.e. legal documents, letter, reports, and schedules.
  • Provides advice and guidance to Tax Transfer Clerks in maintenance of the tax roll, including Pre-Authorized Payment information, ownership changes and the issuance of duplicate property tax invoices.
  • Prepares accounts payable vouchers, travel expense forms and journal entries.
  • Prepares purchase requisitions and maintains purchase orders, ensuring control over receipt of items purchased.
  • Monitors and orders office supplies for ongoing operations using on-line requisition system. Liaises with Facility/Fleet Services Operations, Purchasing & Supply and outside suppliers for supplies, purchase orders and/or repairs.
  • Maintains files, records, documents and follow-up systems.  Responsible for liaising with Records Retention and printing staff.
  • Assists Supervisor – Tax Collections in the following areas:
    • Responding to written, telephone, and other inquiries related to current/outstanding tax accounts
    • Preparing and processing account payments
    • Preparing and maintaining delinquent account data files and listings
    • Preparing legal documents to meet legislative deadlines
    • Discussing delinquent accounts and payments with property owners and financial institutions
    • Arranging appointments with delinquent property owners and other interested third parties.
  • Provides back up for the Supervisor – Tax Collections as required.
  • Performs typing and clerical functions
  • Provides functional guidance to the Tax Transfer Clerk
  • Performs related duties as assigned

Qualifications:

Two Year Community College Business Administration Diploma

Experience:

Minimum one year related experience.

Specialized Training & Licenses:

Skills and abilities in the following areas are necessary:

  • Unit 1, 2 & 3 of the Municipal Tax Administration Program (MTAP)
  • Typing speed of 60 w.p.m.

Compensation & Other Information:

$48,686 - $67,856 (Level 8)

This posting is for one permanent full-time position being filled on a permanent basis.

Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m.

Work Arrangement: Onsite. Subject to change in accordance with business requirements.

These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays.
