Summary of Duties:

Reporting to the Division Manager, Regional Water Supply, the Budget & Finance Analyst, RWS is responsible for the accurate and timely provision of financial information and analyses, budget administration, and accounting operations for the Regional Water Supply Division.

Work Performed:

  • Assist the Division Manager in the preparation of the annual Capital and Operating Budgets for the regional water systems, including assisting with the development of business cases and prioritization of projects.
  • Liaise with the Financial Business Administrator (EES) to coordinate the development and implementation of the annual Capital and Operating Budgets.
  • Monitor, reconcile and prepare Contribution Agreement Reports to external funding partners, including government agencies.
  • Maintain, administer and update the Financial Plan, including the associated financial model, for the regional water systems.
  • Prepare and process Accounts Receivable invoices.
  • Prepare and process Accounts Payable payment vouchers, and purchase reports.
  • Verify monthly water supply and consumption reports.
  • Monitor, reconcile and process monthly purchasing card statements with authorized regional water staff.
  • Working with the project managers and divisional staff, monitor and reconcile expenditures and receivables related to projects under the regional water Capital Budgets, including process change orders and progress payments.
  • Working with divisional staff, monitor and reconcile expenditures and receivables related to programs under the regional water Operating Budgets.
  • Prepare financial monitoring and related financial reports for the Boards of Management for the regional water systems.
  • Working with the project managers and divisional staff, monitor, reconcile and liaise with Finance/Tangible Capital Assets group of the City of London related to financial reporting of the assets of the regional water systems.
  • Assist in preparing, undertake and reconcile requests for quotations, requests for proposals, and tenders for operating and capital programs undertaken for the regional water systems.

  • Monitor and prepare reports in relation to the fiscal year-end audit and accrual processes for the regional water systems. Liaise with Finance/Tangible Capital Assets group and the Financial Business Administrator (EES) related to financial audits of the regional water systems.
  • Prepare reports for bonding and insurance companies on the status of capital projects.
  • Maintain comprehensive records of reports, Board resolutions, bylaws, and all other documents related to capital projects and operational initiatives.
  • Monitor compliance for adherence to finance-related bylaws, policies and procedures of the Board and the Corporation of the City of London.
  • Perform related duties as assigned.

Qualifications:

Completion of an Honours Bachelor Degree in Business Administration, Accounting, or Finance or a related program.

Experience:

Four years of previous related experience.

Specialized Training & Licenses:

Skills and abilities in the following areas are necessary:

  • Demonstrated knowledge of general accounting practices and procedures in a computerized accounting environment.
  • Experience in budgeting processes. 
  • Demonstrated advanced proficiency in using finance-oriented spreadsheet applications. 

Compensation & Other Information:

$58,149 - $84,127 (Level 13)

This posting is for one (1) permanent full-time position.

Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m. 

Work Arrangement: Hybrid. Subject to change in accordance with business requirements.   

These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays.
