Summary of Duties:

Reporting to the Senior Manager, Capital Programs or designate, the Asset Management Technologist supports the effective operations of the Regional Water utility by coordinating, administering and maintaining Asset Management Plans and associated works, for the Lake Huron and Elgin Area Primary Water Supply Systems, in accordance with asset management policies, plans and legislation.  This position leads related projects and provides advice and guidance to related positions within and across the utility, drawing upon technical knowledge and expertise is asset management.

Work Performed:

  • Coordinate and implement the ongoing management of the Asset Management Program for the regional water systems, including but not limited to updates of asset valuation, performance, condition assessment, and expected useful life.
  • Provide advice, guidance, orientation and training/instruction to all regional water employees with respect to asset management planning and related programs for the regional water systems.
  • Support the Manager by leading and coordinating various asset management program activities completed by regional water employees, contracted operation’s employees and third-party vendors.
  • Plan, administer, assign and review technical studies, engineering designs and estimates for construction and maintenance works to support capital planning, in relation to asset management.  Review and recommend acceptance of various technical studies, technical analyses, design, drawings, applications and proposals submitted by consultants, contractors and others for approval by the utility.
  • Maintain and update the asset registry and asset management system following operational changes from maintenance and repair activities, capital replacement of assets, as well as the  installation of new assets and decommissioning of old assets.
  • Establish asset replacement priorities for the regional water systems  by analyzing  data , field conditions, studies, reports, and condition assessments,  and preparecost estimates for the replacement of assets.
  • Monitor the computerized maintenance management system (CMMS) utilized by the contracted operator and make recommendations for improving related data collection and utilization for improved data-driven decision making.
  • Research, develop and recommend new, or changes to, existing technical policies, standards, and procedures and tools to support capital planning, in relation to asset management for the utility.
  • Manage the 3D imaging program for the utility to maintain current asset information.
  • Develop and maintain virtual (Key Performance Indicator and Level of Service) dashboards for the utility to track current state of assets.
  • Undertake periodic audits to ensure consistency and accuracy of data being entered into the computerized maintenance management system, or other related databases.
  • Undertake and manage condition assessments of the assets of the regional water systems and monitor periodic condition assessments undertaken by the contracted Operating Authority or other third-party specialists.
  • Coordinate the work of consultants and maintenance works, in relation to asset management.
  • Prepare designs, estimates and agreements for construction and maintenance works and coordinate the work of consultants performing similar activities including conducting technical review and preparation of engineering comments of consultant design submissions, reports and plans.
  • Schedule, arrange, attend and chair meetings with contracted operations, consultants, contractors, and other external agencies and authorities to plan, coordinate and discuss projects.

  • Review payment certificates, change orders, purchase orders, and invoices for contractors and consultants for work performed, correctness and progress of work, and recommend to Manager for approval.
  • Provide project management for  capital works projects, including monitoring the project for compliance with the applicable standards, specifications, polices and procedures, and applicable Health Safety Act and Regulations and take appropriate action.
  • Analyze data related to asset conditions, predictive asset maintenance, and reactive asset repairs undertaken on the regional water systems and make recommendations related to asset investments and lifecycle renewals and/or related changes to the operation and maintenance program.
  • Collaborate with team members to support  the preparation of risk/opportunity assessments, business cases and project plans, related to regional water systems assets, including a detailed assessment of asset value, condition, expected useful life and performance.
  • Prepare reports and supporting documentation for Lake Huron and Elgin Area Primary Water Supply System Boards of Management and recommends to Manager for approval.
  • Conduct and coordinate technical review and prepare engineering responses related to impacts to regional water supply system infrastructure,  resulting from Planning Act Applications, and engineering design submission for utility coordination purposes.
  • Prepare, investigate, develop, and recommend new and changes to existing technical standards, policies, and procedures of the Division.

Qualifications:

  • Successful completion of a  three-year community college Civil Engineering program (Advance diploma), or equivalent.

  • Current member er of the Ontario Association of Certified Engineering Technicians and Technologist (OACETT)  with full membership as a Certified Engineering Technologist.   

Experience:

  • Five years of related experience working in an engineering or technology related field, during which responsibilities included project management and contract administration.

Specialized Training & Licenses:

Skills and abilities in the following areas are necessary:

Knowledge of and experience with the following are assets: 

  • ISO Management Standards, including ISO 9001, 14001 and 55001, and corresponding management systems;
  • Ontario Drinking Water Quality Management Standard;
  • Computerized maintenance management (CMMS) program(s); and
  • Working knowledge of Microsoft Power BI platform.

  • Ability to understand and apply regulatory policies and guidelines related to the assignment.
  • Demonstrated proficiency in Microsoft Office including word processing and spreadsheets and ability to use database and asset management software.
  • Ability to read and interpret technical reports, studies, assessments, engineering drawings and engineering specifications.
  • Ability to provide a high level of attention to detail, make sense of data to address work-related problems.
  • Demonstrated ability to work collaboratively in a team environment and contribute to the utility’s programs and services.
  • Demonstrated time management and organization skills to plan, prioritize, and complete assignments. 
  • Working knowledge of Confined Space Entry, Working from Heights, Standard First Aid with CPR, and Automated External Defibrillator (AED) use, with training offered by the employer

Compensation & Other Information:

$62,220 - $90,408 (Level 14)

Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m. 

Work Arrangement: Hybrid. Subject to change in accordance with business requirements.

These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays.
