Summary of Duties:

Reports to the Manager of Customer and Assessment Services. Provides an assessment review function which complements the activities of the Municipal Property Assessment Corporation, MPAC to ensure that properties are appropriately assessed and supports the calculation of assessment listing and tax appeals. Co-supervises and trains the Clerk, Tax Adjustment and Assessment.

Work Performed:

  • Reviews, analyses and calculates assessment and tax appeals.
  • Ensures the efficient and timely delivery of tax cancellation, reduction, refund  and rebate programs.
  • Reviews the results of the activities of the   Municipal Property Assessment Corporation, MPAC  with respect to additions to the roll including field visits, as necessary, to verify:
    • appropriate classification
    • amount of assessment
    • the effective date of change
    • the promptness of adding assessments to the roll
  • Maintains liaison with the Municipal Property Assessment Corporation, MPAC for resolving assessment issues.
  • Reviews all Assessment Review Board complaints filed with the Assessment Review Board.
  • Prepares appeals and applications before the Assessment Review Board.
  • Audits the returned and supplementary assessment rolls and recommends to the Manager of Customer and Assessment Services the filing of appeals to the Assessment Review Board on behalf of the City.
  • Reviews building permits, plans of subdivision, re-zoning, official plan amendments, Committee of Adjustment decisions, and other City records to ensure that all new buildings and improvements to existing and vacant land are assessed at the appropriate time and for the appropriate amount and classification.
  • Examines evidence at and for Assessment Review Board Hearings and presents the City's position, including cross-examination of witnesses, prepares export reports and interpretation of legislation as required.
  • Determines continued use of farmlands to ensure such lands are entitled to be assessed as "farmland."
  • Supervises quality and assigns work to the Clerk, Tax Adjustment and Assessment and provides advice to assessment area personnel and to all departments about assessment matters.
  • Reviews all Minutes of Settlement and provides comments to the Manager of Customer and Assessment Services.
  • Reviews grant-in-lieu and exempt property listings provided by the Municipal Property Assessment Corporation, MPAC.
  • Responds to various enquiries in person, by telephone, and by correspondence.
  • May require occasional travel to various locations within the City of London.
  • Performs related duties as assigned.

Qualifications:

Two-year Community College Diploma in Real Property Administration (Assessment & Appraisal) or equivalent.

Experience:

Three years of previous related experience in property valuation and assessment.

Specialized Training & Licenses:

Skills and abilities in the following areas are necessary:

  • MIMA - Designation from the Institute of Municipal Assessors or equivalent professional accreditation from a recognized appraisal/assessment institute or association; individuals who are working towards completion of the MIMA designation may be considered, with completion of the MIMA a condition of employment.
  • Paralegal Certification is an asset.
  • Demonstrated customer service skills.

Compensation & Other Information:

$58,149 - $84,127 (Level 13)

This posting is for one (1) permanent full-time position.

Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m.

Work Arrangement: On-site. Subject to change in accordance with business requirements.

These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays.
