Summary of Duties:

Reporting to the Manager, Data Services, the Data Engineer will design, build, manage and optimize the data warehouse infrastructure that supports the city’s data services. This technical position will enable the collection, storage, transformation and distribution of raw data into reliable accessible insights to support internal divisions in make data informed decisions to enhance city services.

Work Performed:

  • Design and implement databases, data lakes, and data warehouses to store large volumes of diverse municipal data.
  • Ensure that the data pipelines, systems, connectors, and infrastructure are secure, scalable, and compliant with the Ontario’s regulatory standards and municipal governance frameworks.
  • Create and manage ETL (Extract, Transform, Load) processes that pull data from various corporate enterprise systems and prepare it for analysis.
    Integrate data from legacy systems and modern platforms, combining different formats and standards, from both on-premise and cloud-based sources
  • Establish methods to ensure data accuracy, completeness, and reliability.
  • Apply data governance practices, defining metadata, standardizing data definitions, and documenting data sources.
  • Prepare data models and curated datasets that support data scientists, business intelligence teams, and divisions.
  • Enable real-time dashboards, predictive models, and performance reporting including key performance indicators for service delivery and budgeting. 
    Implement strict security protocols to protect sensitive data.
  • Maintain compliance with local, provincial, and federal laws.
  • Support the introduction of innovative technologies for municipal operations where appropriate.
  • Explore opportunities to leverage new sources of data to support enterprise growth and related service improvements.
  • Participate as a Project Lead on certain technical projects. 
  • Monitor industry trends and translate information related to municipal government to ensure the City of London remains current and adaptable to changing trends. 
  • Perform other duties as required. 

Skills and Abilities:

  • Demonstrated knowledge and experience in data warehousing, data pipelines, ETL processes, and Relational Database Management System (RDBMS) administration, experience with both relational and non-relational databases; knowledge and experience with Microsoft Fabric and Azure data storage
    Proficiency in SQL, Python, and other programming languages commonly used in data engineering
  • Strong understanding of data modeling, schema design, and metadata management
  • Experience integrating structured, semi-structured, and unstructured data from diverse sources
  • Experience with cloud data environments, primarily Microsoft Azure data platforms
  • Demonstrated effective interpersonal and customer services skills, including conflict resolution and problem solving.
  • Demonstrated ability to be an effective team member and contribute to programs and services provided by the team, providing exceptional attention to detail.
  • Highly effective verbal and written communication skills across multiple platforms and to all levels of the organization, with emphasis on presenting findings, preparing briefing material, and providing recommendations.
  • Demonstrated ability to effectively communicate and work collaboratively with corporate service areas, ITS managers, and external vendors, with emphasis on presenting findings, preparing briefing material, and providing recommendations. 
  • Ability to understand the enterprise risks associated with service delivery and contribute effectively to the implementation of initiatives that support the work area’s responsibilities in a timely and ethical way.
  • Strong organizational skills around data administration, enterprise architecture planning, task prioritization, time management and the ability to multi-task.
  • Knowledge and demonstrated skills in the areas of effective project/change management, performance measurement, policy development, business case development, strategic and business planning.

Qualifications:

  • Completion of a university degree in Data Science, Computer Science, or a related technical discipline or a combination of education and related experience.  
  • Five to seven years of related experience in database security, administration, data warehousing and pipelines, and Extract, Transform and Load (ETL) processes. 

 

SPECIALIZED TRAINING AND LICENSES:

  • One or more of the following certifications are assets (preferred, one or more in progress):
  • Microsoft Certified: Fabric Data Engineer Associate
    Microsoft Certified: Azure Data Engineer Associate
    Microsoft Certified: Azure Data Fundamentals

Compensation & Other Information:

$102,710 - $134,727

This posting is for 1 permanent full-time position being filled on a permanent full-time basis.

Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m. 

Work Arrangement: Hybrid. Subject to change in accordance with business requirements.
